databases/cego: update 2.47.14 -> 2.47.16

- Fix in CegoAttrComp for equal, lt and gt operators.
  The compMode ATTR was not treated correctly in a way, that the
  attrDesc part was not evaluated. This might lead to missing attr
  cond entries for sophisticated queries.
  A verify check ( verify008 ) has been added to check this case
