The user reported the crash in barvinok. Rebuilding ntl helps, which
suggests that it wasn't bumped when it was needed.

- with USES=compiler specifying openmp, nestedfct, c11, c++0x, c++11-lang,
c++11-lib, c++14-lang, c++17-lang, or gcc-c++11-lib
plus, everything INDEX-11 shows with a dependency on lang/gcc9 now.

I did not fix ports that were such a mess that I could not figure out
what they really wanted to do. I also did not change ports that had
some version of an auto-plist code in post-install, for the same reason.
