(1) Import r2512 and r2529 from upstream:
* optimize CCP logging a bit: no string copying for known CCP names;
* use right name for HP-PPC.

(2) Also, this commit fixes upgrade problem for package users
introduced with previous commit that removed USES=ssl
not bumping PORTREVISION and following rename of openssl package

- Scapy installs tests file in confliciting locations. Although there
has been a new test framework introduced in the HEAD it's still not
released. So for now the file is deleted as there is no test framework
in scapt itself.

Pacemaker1 hasn't built in months, the last upstream commit to the 1.1
branch was more than two years ago. The last release was almost 3 years
ago and net/pacemaker2 can be used instead.

Update the libpfctl version for main (i.e. 15). We've removed DIOCGETSTATESV2
(unless COMPAT_FREEBSD14 is set), so make sure libpfctl uses the netlink
version.
