f83c7639aa Remove libintl.so.9 compatibility link that was added in r374303 to 
prevent massive PORTREVISION bumps.  Bump dependent ports that have not
been bumped since.

7a42290a67 - Remove LICENSE_GROUPS, LICENSE_NAME, and LICENSE_PERMS since
