Simplify the future removal of GNU_CONFIGURE_MANPREFIX after the
manprefix migration is complete. The current placement of
GNU_CONFIGURE_MANPREFIX will not result in consecutive blank lines or
comments when lines containing GNU_CONFIGURE_MANPREFIX are removed in
batches.

I made a mistake and changed these ports to HAS_CONFIGURE when working
on MANPREFIX sanitization. Restore proper macro usage and set
GNU_CONFIGURE_MANPREFIX properly to keep manpages installed under
${PREFIX}/share.

The domain bsdforge.com has expired, mark all ports that only
uses bsdforge.com as broken (unfetchable). Additionally set ports that

binding. This functionality is bound to Ctrl-A by default.
* New variables exposing the terminal and null device in an OS-agnostic
fashion: $path:dev-tty and $path:dev-null. They are /dev/tty and /dev/null on
Unix, and CON and NUL on Windows

Makeinfo is not actually used because, after patching, it updates the
timestamps of *.info files, preventing doc/Makefile from wanting to
regenerate bash.info.
