eafa270e9f Improve the puppetmaster rc-scripts 
- Only check manifests syntax if the puppetmaster service is enabled (which is
  not recommended);
- Silent `puppet config print` on Puppet 5;

48d9e5ceb9 Add sysutils/intel-pcm-devel: Process Count Monitor (PCM) for Intel processors 
Processor Counter Monitor (PCM) is an application programming interface (API)
and a set of tools based on the API to monitor performance and energy metrics
of Intel(r) Core(tm), Xeon(r) and Atom(tm) processors.

This requires the 'cpuctl' module to be loaded.

e02ac3f19f Update sysutils/cpupdate: 
- sync with platomav/CPUMicrocodes MCE DB r64;
- remove useless use of subshell;
- rcorder runs /etc/rc.d/sysctl before FILESYSTEMS to process /etc/sysctl.conf
  so let cpupdate's startup script automatically enable
  Indirect Branch Restricted Speculation after successful
  start of ${PRERIX}/sbin/cpupdate, if possible, unless this is disabled
  with new "cpupdate_irbs_enable" rc.conf variable;
- bump PORTREVISION.
