Daniel Engberg 8b6c49f551 graphics/libboard: Update to 0.9.6 ...

* Remove USES= localbase
* Remove USE_CXXSTD (already defined by project)
* Remove if statement (not needed)
* Adjust patch
* Run tests in build dir to avoid plist issues

Note: Previous update didn't update to 0.9.6 but kept the old version
due to GH_TAGNAME begin left in port Makefile
