Diff to the old one:
- INSTALL rewording
- Makefile is gone (autogenerated)
- xmlwrapp-config is gone, it uses only configure.pl
- xmlwrapp.pc is gone (wasn't installed anyway)

Also patch configure.pl for the right path to perl.
