when GNU_CONFIGURE=yes is set and setting it to LOCALBASE will
  break build when LOCALBASE != PREFIX
- Use PREFIX instead of LOCALBASE in --with-version-path argument
  parameter which sets directory path creation for reasons
  mentioned earlier
