Dmitry Wagin 6d1f38e578 devel/jetbrains-clion: Bump JAVA_VERSION ...

This bumps the JAVA_VERSION from 17 to 21 as many plugins are now
requiring java runtime >=65.

While here, also disable automatic update checks.
