Kubilay Kocak 351da57423 sysutils/filewatcherd: Update to 1.0-beta3 ...

- Update PORTVERSION and distinfo checksum
- Reset PORTREVISION

This update unbreaks use on FreeBSD versions > 10 and adds man pages
for filewatcherd(8) and and watchtab(5).
