Fix more ports broken by 2a12b7cab5 and f95fbf3e24 that don't have
a direct dependency on net-mgmt/icinga-php-library or
net-mgmt/icinga-php-thirdparty.

Mark them all IGNORE_WITH_PHP=81

This should fix poudriere bulk -a.
