Alexey Dokuchaev 053454dd45 - Update `sysutils/libcpuid' to version 0.5.0 ...

- Set LICENSE_FILE as it is not a boilerplate
- Hook provided tests to our framework, after
  converting them to modern Python version
- Bump port revisions of two dependent ports,
  to chase the shared library version bump
