Dmitry Marakasov 3a8ea1224e - Drop ARCH condition for removing -m32 flag: on i386 it's no-op anyway ...

- Drop ONLY_FOR_ARCHS, it builds fine on arm, mips and mips64, however not sure if it's usable there
- Switch to options helpers
