Mateusz Piotrowski 7b7646260a databases/tdb1413: Update to 1.4.13 ...

- Lint with portclippy and portfmt.
- Remove unnecessary NO_COLOR-related settings. It is not clear what the
  purpose of those really is nowadays.
- Update CONFLICTS_INSTALL in databases/tdb1410.
