Hiroki Sato 8daee45cd1 Update to 0.24.15: 
- The cvsync2cvsup utility which converts a CVSync scanfile
	  to one in the CVSup format, has been added.

	- A sample file for the FreeBSD CVS repository (cvsyncd-FreeBSD.conf)
	  has been added.

	- Some reliability improvements.
