Tobias Kortkamp 6e6c436cd5 net/asterisk-chan_sccp: Make sure to regenerate configure during the build ...

To prevent future issues during upgrades and by preference of the
maintainer.  For this to work iconv.m4 needs to be available so add
a gettext-tools build dependency too.
