This prepares it for Allegro 4.4.3.1.

- Add upstream site to MASTER_SITES
- Add missing DOCS option
- Stop installing the info page; the man page contains the same information
- Add LICENSE and do not install the license multiple times.  One
  copy is more than enough.
- Simplify install and do not install with absolute symlinks
