Update to the latest Node.js 10.x LTS release.

Bump minimum version requirements on build dependencies to match the
versions of the bundled dependencies. Regenerate patches with
`make makepatch`, after fixing conflicts due to the bundled openssl
being upgraded to 1.1.1b. pkg-plist has also been updated after the
openssl upgrade.
