misc/mbuffer: Update to 20250429

- Updated to 20250429

Changes according to the ChangeLog in the distribution tar ball:

    20250429:
    - get number of available pages on NetBSD via sysctl
    - use SYSCONFDIR instead of 'PREFIX "/etc"'
    - clang configure fix for tapedrive emulation
    - minor code updates
