net-mgmt/check_ups_health: update 2.9.2.7 -> 3.0.1.2

Browse Source 
- increase the recovery time after a selftest (APC Powermib) to 7 hours
- bugfixes in UPS and Liebert-GP (avoid undefined errors)
- fix the class inheritance, lower thresholds for powernet 4 hours
  after a selftest
- add EPPC-MIB
